Instructions
- Preheat oven to 350°F (175°C). Mix flour, sugar, baking powder, and salt. Add butter, eggs, milk, and vanilla until smooth.
- Fill cupcake liners ⅔ full and bake for 18-20 minutes. Cool completely.
- Frost cupcakes with blue frosting to resemble ocean waves.
- Shape gray fondant into shark fins, add texture, and dust with luster dust. Press fins into frosting at an angle.

- Use gel food coloring for vibrant blue frosting without altering consistency.
- Chill fondant fins for 10 minutes before inserting for better shape retention.
